php not working

Hi there,
I am using Slackware 7.1 kernel v.2.2.16, apache 1.3.12, php-4.0.1pl2, mysql-3.22.32
I have installed everything but when I tried the simple php file it did not even come out.
A simple one like <? echo "Hello World"; ?>. Sometimes it will gave me "save it or open it" dialog box.
Apache sample page works and mysql works too. The missing link is the php interface is not working.
I used the chkwww and it says the php was installed.
Is there any other way for the to debug this problem?
I have tried:
- reinstalling apache
$ ./configure --sysconfdir=/var/lib/apache/conf
--datadir=/var/lib/apache/htdocs
--logfiledir=/var/log/httpd
--enable-module=most
--enable-shared=max
--disable-rule=WANTHSREGEX
$ make
$ make install
DirectoryIndex index.html index.shtml index.cgi index.php3
AddType application/x-httpd-php3 .php3
AddType application/x-httpd-php3-source .phps
- reinstalling php
$ ./configure --with-mysql --with-apxs=/var/lib/apache/sbin/apxs
$ make
$ make install
cp php.ini-dist var/lib/apache/conf/php.ini
I have installed the above on a different machine and it works fine.
The previous machine config was Slackware 7.0 kernel v2.2.13, apache 1.3.9, php.3.0.16, mysql-3.22.32
