how do i select and order by case insensitevly?

Right now I do an order by name
and it will do the following:
APES
BYLINE
Bad
asbestos
etc.
I want it to sort alphabetically, not using asc II values.
so it would look like:
APES
asbestos
Bad
BYLINE
etc.
Any help would be very appreciated
