Postgres/php4-updating record adds quotes

Hi,
I have a form that allows adds and updates in a text area. There is no
problem with the sql insert even if single quotes and other special
characters are entered. When I go in to update this text area field
however, the text displays with quotes around the data and if you update
the record without removing them, it adds an extra set of quotation
marks. Any help appreciated.
