What the hell this question has to do with PHP?..
Well, ::sigh::, here it goes:
1) install PostgreSQL on UNIX box (well, there is an Administrator's
guide)
2) make sure postmaster starts with -i key
3) edit pg_hba.conf to allow connections from Windows box
4) download ODBC drivers for PostgreSQL (they're available from
ftp.postgresql.org, IIRC)
5) Install 'em on Windows box
6) Goto Control Panel -> ODBC (32 bit) -> User DSN, then add
PostgreSQL DSN with all the necessary options
7) enjoy
