URL field and Oracle

i am new to oracle but not to php. i have an oracle database with the
fields user_name, password, and web_address. once the user enters the
correct user_name and password i would like the user to be automatically
directed to the URL in the web_address field. i once knew how to do
this using mysql, but can't seem to find that code. would much
appreciate any help.
