Not sure what you mean by "open an Internet Explorer window". But if you want
a file select dialog then your form needs to be something like:
<form enctype="multipart/form-data" action="doodah.php"
method="post">
<input type="file" name="file" size=60>
<input type="submit" name="action" value="Upload!">
</form>
