The string to do DSNLess connections for access is:
$conn = "DRIVER={Microsoft Access Driver (*.mdb)};DBQ=" . $fullpathtodb .
"db.mdb"
I believe you can tack on user and password permissions at the end, if
your Access DB needs it.
