Oracle NLS error on Oracle 8

We get this error after upgrading to Oracle 8.1 from 7.3:
"Connection Failed: ORA-12705: invalid or unknown NLS
parameter value specified in oracle.phplib on line 199"
In the lib we do this:
PutEnv("ORA_NLS32=/local/oracle/product/8.1.5/ocommon/nls/admin/data");
PutEnv("NLS_LANG=american_america.we8iso8859p1");
PutEnv("LC_TYPE=iso_8859_1");
PutEnv("LC_CTYPE=iso_8859_1");
It worked under Oracle 7.3
Has anyone got a clue what is wrong?
