OK, I solved this problem. Posting the solution in case anyone runs accross
this.
Our Apache web server runs under a unix account (of course).
In the PostgreSQL world, you have to create a database user under the same
name like so:
./createuser webserver
Once we did this -- everything worked.
What puzzles me though is that PHPINFO() doesn't even show that pgsql is
compiled in when apparently it was there all along.
PHPINFO now shows the pgsql information. You would think, at the very
least, phpinfo would show PGSQL compiled in weather or not it could connect
to the database eh?
Anyway, this apparently solved this problem.
