PHP CGI Bug?

When running 4.1.2 as a CGI, I see the following...
#!/var/bin/php
<?php
echo "hi";
?>
outputs
#!var/bin/phphi
When running the same script from the command line it outputs
hi
If I remove the #!/var/bin/php line (required to run as a CGI
script) then the script fails so it's not a problem of having two
processors loaded.
I've searched around and found a few people with the problem
but no answers. (suEXEC is on and working correctly)
