problem -php3.0.16 on iis5 /win2000 prof cannot connect oracle 8.0.3

hi my r&d till now gives me a feeling that the extension are not getting loaded (automatically through php3.ini). i tried to load the extension php3_oci80.dll at runtime using dl() function. and the error what i get is "Fatal error: Unable to load dynamic library '/php3_oci80.dll'The specified module could not be found. in c:\inetpub\wwwroot\php\testorcon.php on line 8" that means the modules are not getting loaded. i used 'get_loaded_extensions()' function to see if any extension are auto loaded by php3.ini but it returns an error :" Fatal error: Call to unsupported or undefined function get_loaded_extensions() in \inetpub\wwwroot\php\extensions.php on line 220" ; that is, even this built in php function (dl() , get_extensions_loaded())are not available. can u pls tell me where do these built in function reside? do we require any configuration to be done to access this funcns? (any includes????) here is my code:
