file permissions

Hi there everyone,
When I create a dir using mkdir in php how can I set it so the dir created has full access? I need
it as it will store temporary files before they are emails then removed after being received. That
bit is easy, but how do I actually set the permission of the folder and files within it so I can
remove them after?
