One immediate use of arrays that I have is to pass in a list of items that
will be subsequently be used in a dynamic SQL query. Another use is to
return a list of rows that cannot be read with a cursor. The specific case
I have are rows in a table that are ordered via a link column, representing
selectable items on screen whose position is user modifiable. It would
simplify things tremendously I could get send/receive not only arrays, but
VARRAYs, and PL/SQL tables as well.

array binding is not supported by php (yet) - there are no
plans to implement that in the near future. what do you need
it for?
