inner joins not working in oracle!!!

Hi guys,
I can't get oracle to perform inner joins!!! It says
"SQL command not properly ended."
What's going on here? I can't even get it to work in SQL*Plus.
Here's the string:
"select level1.level1_id, page_title from level1 inner join page order by
level1_sort"
It's not the order by, I tried taking that out. The query does work if you
take the inner join
out, so Oracle is working. All the foreign keys are set up properly. It's
got all of us baffled.
Would it help to use OCI not odbc? Shouldn't matter since it doesn't even
work in SQLPlus, though.
BTW, does anyone know where to get php_oci8.dll?
