as far as I understand your problem that you just want to make a href
reference to that site, just use something like:
"<b>Web: </b><a
href='".$arr['web_pro']."'>" .
$arr['web_pro'] .
"</a></td>
where $arr['XXX'] is in example http://www.web.com
