PHP & Postgres Displaying Results

I am trying to think of the best way to show results of a search, with
results per page and previous/next button features, I am using PHP4.02, with
PostgreSQL 7.02..
Does anybody know if/how to get postgres to return rows w/ row id = x
through y.. where the difference is the number of listings per page(a number
range)... ???
or if somebody has a better idea, or has done something similar to this
before w/ postgres i am very interested..
