Actually in response to my previous comment, would the following
achieve wwhat I want?
... and strcmp('$foot_budget', substring_index(substring_index(rates, ',',
$selecteddate), ',', -1)) = -1 and strcmp('$head_budget',
substring_index(substring_index(rates, ',', $selecteddate), ',', -1)) = 1
