compiling PHP4.0-RC1 - APX script error

Hello,
I am trying to compile PHP4.0-RC1 on a SuSe 6.1 machine with Apache
1.3.6
When I run the configure script it says my 'apxs script is most likely
broken'
I read the PHP FAQ and it said I should make some changes to my APX Perl
script, they say that should fix the problem. I made the changes and
retried the configure script, same error.
Does anyone else have any experience with a broken APX script?
