Check on a file like this:
<? phpinfo(); ?>
presence of ORA_NLS and ORA_NLS33.
if not, put in /etc/rc.d/init.d/httpd (for RedHat) following lines:
export ORA_NLS=$ORACLE_HOME/ocommon/nls/admin/data
export ORA_NLS33=ORA_NLS
and restart Apache.
