Hi Rajil, While not specifically PHP, Openlink's Virtuoso product www.openlinksw.com/virtuoso can copy an entire website into a database while preserving the hierarchical tree structure. Gradually, you can replace parts of the static HTML with database driven content. The database is also a fast webserver, and can proxy out PHP pages to apache's PHP module (or IIS, etc) Virtuoso database can also be accessed via PHP with no difficulty, and is free/non-expiring for a 3 connection license. Hope this helps!
