No. Besides there is an, hmm..., _enlightening_ section in their manual
titled "Reasons NOT to Use Foreign Keys constraints"

read it and understand that all relational database theory is s**t,
and MySQL rocks, 'cause it is fast.
Or get rid of this 'RDBMS' ASAP and use something more appropriate.
