I'm not sure I understood your question.
PHP always run on the "server" even though you are running it on the same
machine as the browser. Php code is processed before every thing been sent
to the browser. The browser only show the results after all php scripts have
finished up.
JavaScript scripts run on the "client" side (browser) and is the only way to
have interactivity without making a new call to php scripts.
You can manipulate data calling php scripts and reloading the page on the
browser too . Every time you run a php script and want to show the results
you have to send the results to a web page.
