php4 and sybase-ct support on win

Does anybody know how to get sybase-ct support
to work under windows?
I added the extension dll in the php.ini. Then
the libct.dll was missing. The only place
I found it was in an "Open Client" update
at www.sybase.com.
Doesn't Sybase provide the client libs or
do I just don't find them?
