GRANT ALL PRIVILEGES ON *.* TO user@"%" IDENTIFIED BY 'user_pass' WITH GRANT
OPTION
make also this for localhost...
GRANT ALL PRIVILEGES ON *.* TO user@localhost IDENTIFIED BY 'user_pass' WITH
GRANT OPTION
