Oracle characterset & php

I am using Oracle 8.1.6 and PHP 4.0.0, the characterset is ZHS16CGB231280.
I can read Chinese character form sqlplus and other oracle tools. But when I
use PHP read data from DB, I get only '?' for Chinese character.
I have set NLS_LANG parameter to 'AMERICAN_AMERICA.ZHS16CGB231280'.
The OS is Redhat 6.2.
Who can help me?
