I've never used but there is a php function "get_browser()" which might do
the work.
I think the best way is set the cookie and try to get it again, if you can
get it the user has cookies enabled.
setcookie("name",value,$cookieLifeTime,$cookiePath);
if($name) echo("Cookie is enabled");
