Hi,
to do this you'd need to be a quite priviledged user.
in order to create users you'll need acces to the
user-table of mysql. not likely to be given to a "normal"
user. developing on your home pc, well...
you need GRANT to grant priviledges to any user.
also not likely to be given to a user.
