Intermittent SQL error message

Our database connections have been going just fine, but in the last day
or so we intermittently get this error message:
Warning: SQL error: [Microsoft][ODBC SQL Server Driver][TCP/IP
Sockets]General network error. Check your network documentation., SQL
state 08001 in SQLConnect
Any insight into what causes this? Is it something on PHP's end or
should I be questioning my ISP about a problem at their end?
