It is hopeless to expect that to work in all machines you may try because
that locale may not be supported at all.
Alternatively, I develop a PHP class to do arbitrary string mapping based
on predefined tables. You may find that class in PHP Classes site with a
mapping tables to convert the case of strings using the ISO-Latin-1
character set. Other character sets may be supported given the appropriate
mapping tables. Look here:
