That should not be necessary. Please post your libphp4.module
from that directoy. The CFLAGS line should contain these includes.
CFLAGS="$CFLAGS -I/home/sas/new2/php4 -I/home/sas/new2/php4/libzend
-I/home/sas/new2/normal/libzend -I/home/sas/new2/normal"
