PHP Bug Type: Misbehaving function
Bug description: session_start() always returns false

echo "session_start returned: ".(session_start()?"true":"false");
?>
Will always output false. The docs say this should ALWAYS return true. Perhaps a more appropriate
behavior would be to return true on correct session init???
