I have access to it as well, I just don't know the steps exactly.
A wild guess
1. checkout phpdoc and phpweb
2. (cd phpdoc &&\
autoconf &&\
./configure &&\
make phpweb html &&\
cp -Rp php3/* ../phpweb/manual &&\
cp -Rp html/* ../phpweb/manual/html)
3. (cd phpweb/manual && cvs add * ; \
cd html && cvs add * )
4. (cd phpweb && cvs commit)
