can't install in win98 se+pws

i am going mad now!
i can't install php3/4 in win98 se+pws.
i extract all win32 files into c:\php3, and copy php3.ini-dist to c:\windows, rename
it to php3.ini, i install the .inf file.
then all mapping appeared in registry as right as what written in the install guide doc.
but when i add a virtual dir in pws named php, and create a .php file in it. i can't
get the result in browser. i got nothing. but i can see the result if i run "php.exe
php" in dos-window.
who can help me! help me!
