Bug description: Can't access any php variables...

Error:
the variable $PATH_TRANSLATED does not output back to browser (nor any other).
Meanwhile the php_info() display's that it exists and is set to:
$PATH_TRANSLATED - C:\InetPub\wwwroot\index.php
