The patch to the Makefile only adds comments and whitespace, unless
activated.
Catenating the installed CATALOG files in a Suse system into a single
CATALOG does produce warnings on a Suse system, because (your diagnosis)
Suse offers docbk30 as well as docbk31 at the same time and these are
incompatible.
If this is so, being able to select the location of the CATALOG file
without pain is necessary on such systems and may be valuable on
other systems as well (for example, because it allows you to give
the location of a nonstandard CATALOG, which you are forced to use
because you do not have write permission to the one single CATALOG
in the standard location).
I will not reverse this patch, because it ports the phpdoc Make process
on another platform, if enabled, has value on other platforms as well
if enabled and is neutral (comment only) by default.

While it is true that the sum of Red Hat and Debian users is larger than
the sum of Suse users, it is untrue that the number of Suse users is
neglegible. It is certainly untrue that "Almost all people use Red Hat
or Debian".
Also, I cannot see how this contributes to the discussion of
our problem or how it advances the completion of the PHP documentation.
I suggest that you reevaluate your "Wrong OS" perspective in
the context of this project (which for example even covers Windows NT and
AIX, among many other platforms).
