Bug description: incomplete destination when installing php binary
when compiling just the php binary, the final step of copying the file assumes that all required
directories already exist. The last step of "make install" resulted in this command
"cp php /usr/local/php4b2/bin". Since /usr/local/php4b2 existed, but 'bin'
didn't, I ended up with a file called bin.
