Bug description: php_flag vs php_value for setting boolean value
Please state somewhere in docs that for boolean configuration values you need to use 'php_flag
XXX on' to turn it on and that 'php_value XXX on' doesn't work! I just spent
hour finding why track_vars doesn't work (I had 'php_value track_vars on' and this
was converted to 0 by atoi). Thanks.
