PHP Bug Type: Compile Failure
Bug description: Failed to Compile for --with-pgsql
With an rpm installation of a functioning 6.5.1 PostgreSql
installation, compile for php4.0 failed:

In file included from pgsql.c:25:
php3_pgsql.h:46: libpq-fe.h: No such file or directory
php3_pgsql.h:47: libpq/libpq-fs.h: No such file or directory
make: *** [pgsql.o] Error 1
----
To fix this, required a change in the -I for the postgres
includes. They are not in /usr/lib/pgslq/include, they
are instead in /usr/include/pgsql.
