PHP Bug Type: Installation problem
Bug description: PHP uses wrong .INI-file directory
for some reasons, PHP3 looks for the php3.ini file in
c:\winnt, instead of %windir%, which correctly points to f:\winnt. took me quite a while to figure
out.
