There is absolutely nothing that PHP does to interfere with either
mod_status nor mod_info. You are screwing something up when you are
compiling Apache. Try editing your src/Configuration file directly and
running src/Configure instead of using the APACI configure script.
Edit your src/Configuration file and make sure you have:
AddModule modules/standard/mod_status.o
AddModule modules/standard/mod_info.o
AddModule modules/php3/libphp3.a
Then run src/Configure and then "make" in the src dir.
