If you want to add a new PHP mirror, you should be following the
instructions
at: http://www.php.net/README.mirror
Please note, that AFAIK we aren't accepting new mirrors at this time.
Please don't break the entire network of mirror sites just to support
something on your site. If you can't run PHP3, or deal with the .htaccess
file the way it is now, then you shouldn't be running a mirror. Period.

P.S. You could try updating *your* copy of .htaccess, and then making sure
that CVS/RSYNC doesn't overwrite it with the version that is in the
repository. Not sure how to do this, but the CVS docs should have some
answers.
