We need more information on this (since generally PHP 4.0 is much faster than 3.0). It could be a misconfigured installation (even though frankly, I'm not sure how it could cause that) or it could be something unique to your scripts (or it could be a weird bug).
Please provide us with more information, for example, an example script that runs (considerably) slower under 4.0 than it does under 3.0. Also, please try to see if your machine is low on memory, and whether PHP (or httpd) processes consume lots of memory. Finally, make sure PHP 4.0 was installed with debug turned off (--disable-debug), the default for the beta builds is to enable debug information, which greatly reduces performance.
