why not object oriented?

I dont want to stir up any irritation, but i just felt i had to ask. Why
is the PHP language so not-object oriented? I know one can make classes
and all that but im wondering why the built in functions arent objects
allready. For instance, why are there dozens of database functions
depending on the kind of database you are trying to access instead of an
object, say dbobject, with a function, like dbobject->setdatabase(), to
set the proper database. This would greatly ease the pain for developers
switching from msSQL to mySQL, or the other way around.
Please notice how the database example was just that, an example. What i
want to know is why objects arent more common in the language, atleast i
think objects are far superior to dozens of functions in a bag.
