Bug description: Problem with global error_reporting()
Setting the error reporting via error_reporting() sets the error reporting for that httpd process
and not for the session of the page load. This causes subsequent php scripts to run with a
previous script's desired error reporting level. To fix the problem, all scripts for a
particular server
must define their error reporting level.
