Bug description: define ignores third argument

define("MY_CONSTANT", "test", 1);
print(my_constant . "<BR>\n");
?>
In the example above, PHP doesn't recognize "my_constant", as it should considering
I'm defining a case-insensitive constant.
I get the same behavior out of 3.0.12, so this bug may have been around for a while.
I inspected the source code (zend_builtin_functions.c),
and it appears to correctly check for any non-zero value to
decide to use zero or CONST_CS. The bug may be in the code
that fetches the constant.
