We should decide on exactly what cpp condition to test on to decide
whether we're building for Win32. We have #if/ifdef WINNT/WIN32/MSVC5 in
almost every combination out there. I think we should use "#ifdef WIN32"
everywhere, and definitely stay away from compiler/ide-specific ones like
MSVC5. Does MSVC5 always define WIN32?
