Bug description: php.exe compile warnings because of arpa/inet.h
In files:
file.c
fsock.c
the include orders of arpa/inet.h must be change,
so it is included BEFORE <winsock.h>
The actual order generate a "constant redefinition",
which makes the wrong constants to be used !!
