To shed a little more light on the subject, I have experienced this with php
4 beta3 as well as php 3.0.11. My setup is NT4/IIS4.
The problem (for me) is only apparent when the binary file being uploaded is
a graphic and is immediately returned to the browser by the php file which
handles the upload.
i.e.
form submits graphic to php file
php file copies the uploaded graphic to some known location
the same php file creates an <img src=...> tag to refer to the copied file
the browser displays the file but with substantial data corruption
However, if you examine the file created on the server (either directly, or
by loading it into a browser at a later stage), it is perfect.
Cheers
