PHP as a binary

I've compiled php as a binary so I could run scripts fromthe /cgi-bin/ directory.
I'm trying a simple test sript;
#!/usr/bin/php
<?
echo "hello";
?>
When I call the script fom the browser in says "no Input file specified" in the browser.
What am I doing wrong?
