Yeah, I got the problem fixed. /usr/include/sys/resource.h exists. I
just patched the file microtime.c, and took out the line that was #ifdef
HAVE_SYS_RESOURCE_H and the corresponding #endif, and just #included
<sys/resource.h> and it works now. I am not sure why that was
failing. the ./configure script found it.
